Graffiti, in Los Angeles County, is just another part of the urban landscape. Sometimes revered for its bright colors and artistic qualities when it’s created by the more talented graffiti artists, it is just as often detested as a blight on private property in the county. Some years ago, I owned a brand new condominium in a designated redevelopment area of downtown Long Beach. My small unit was located on the back of the building, one story off the ground. After moving in I discovered that gangs frequented the alley behind the building and even held meetings in the alcove parking spaces directly beneath my bedroom window. And then the graffiti began, embellishing the rear of the property with all manner of gang identification markings. We quickly discovered that the City of Long Beach has a program to try to discourage gang graffiti by quickly painting it over. We contacted the city and they graciously came to our property within a day or two and expertly painted over the stucco so that all of the graffiti disappeared. The very next day of course, it all came back. When I moved out of the condo about seven years afterward, we had counted over 78 times that the city had come to our property and pained the back of the building. I am sorry to report that the removal effort did not discourage the gang members, but instead gave them a clean easel to continue their artistry.
